Spring Garden is celebrating what most neighborhoods take for granted -- having a full-service grocery store. It is not a typical Shop 'n Save, however, and the business did not arrive conventionally.

Celebrating its combined muscle, a coalition of Northwest Philadelphia elected officials yesterday announced $3 million in financing to spruce up the neighborhood around Martin Luther King High School in West Oak Lane.
